The way it was implemented in Skyrim was all wrong, however, particularly the revenue splits. Mods require a lot of work, and people deserve an avenue to getting paid for it. I still like the idea of paid mods, on a theoretical level. So my guess would be that if paid mods do return to Fallout 4, it will be because Valve has successfully implemented them in a couple of other games, and the community has normalized to the concept, not because Bethesda is eager to play Guinea pig again. Bethesda got burned pretty badly on Skyrim's paid mods, and they may be a little more gun-shy than Valve. So could paid mods eventually come to Fallout 4? I'm actually skeptical, at least in a certain sense. It basically means that they won't be doing this in year one, but they want to make sure that they don't become liars if they do end up doing it somewhere down the line. "No plans" is the sort of phrase people use when they want to assuage fears but leave a door open, of course.
